To Create a Signature Cell Using a Cell Library

From the Open dialog, select a .cel file.
The file opens with a *.overlay.dgn extension.

From the Digital Signatures dialog, click the Add Hidden Model Signature icon.
The Add Hidden Model Signature dialog opens.
- Add the signature cell as a Hidden Signature.
